They actually have 2 chassis code for the Celsior to differentiate the air suspension model from the standard suspension. If it end with a "1" then it's the air suspension model and if it ends with a "0" then it's standard. For example, the 95-00 model has a chassis code of UCF20 and UCF21. If he was reffering to a certain chassis code, then he is right to tell you that it it's standard equipment.
Here in the US, it's called the Ultra Luxury model.

The system is designed with a small compressor and lines, so I doubt this system will be able to go fast.

Just expanding on what Poyet said, in Australia we only ever got the standard spring celsiors.
However in 2004 until early this year the import rules allowed the UCF1x celsiors ('89-90 models) to be imported from Japan. 95% of those imported were the top-spec air suspensioned models (like the one your friend has)
Pros of the factory air system are: Ultra plush ride down low (otherwise known as the 'boat' feeling), and the ability to save your bodykit when you know you will be going through bad roads/driveways
Cons are that it is seriously slow, and that if you ride low too often the bags WILL fail - they are not designed to ride low
The most common mod that people do is to put an aftermarket air suspension controller in it, and this allows you to set any height you want, and change at the touch of a button. next up, although this is rarely done, is to change to an aftermarket pump/lines, but retaining the factory struts. It will be quicker, but nowhere near aftermarket speed
Problem with the factory system is that the air lines are like 3mm in diameter, so they dont transfer much air!! Bigger valves might speed it up a little, but ultimately its the air lines that restrict the system. Furthermore, the factory computer is not that quick, often over pumping, then dropping it down a little. If you were to update the lines and the valves, the computer might not be able to cope...

also..if you have the datasystem air controller do not drive with setting number 9..it will bounce like crazy..use that one for show. keep it on number 5 or 4.
